The composition and style guidelines in the manual are intended to provide editorial assistance in drafting documents to be published in the Delaware Administrative Code and Register of Regulations.

These guidelines are not intended to be inflexible rules, nor are they complete in scope. The staff of the Registrar's Office hopes that use of these suggestions, together with attention to good English usage, will produce greater clarity and accuracy in the texts of official documents.
